I think this should be pointing to the Microsoft Windows AIK for Windows 7, or WAIK 2.0, which you can get here:

I can't comment on the funtionality (I know, a cardinal sin here), but thats huge! I will probably end up downloading it at some point because it might make my job easier, but dang is that big.
