EasyMP3 allows you to convert WAV files to MP3 and vice versa. It uses the LAME codec to do all the conversions. Using the program you can set lots of the settings found in LAME. A feature in EasyMP3 allows you to mount a virtual drive. You can then drop files into the virtual drive letter and have the files converted automatically for you.

Does what it says on the label - using the LAME codec (included, but I might also have had it installed by Winamp) it converts a Wav to an MP3. Between this and the bog-standard Windows Sound Recorder, I clip sounds to easily convert to ringtones for a MP3 capable phone. Quite fast and the interface is pretty straight forward - choose the file, then right-click and convert.
The id3 tag editor crashes the app, though, because of a missing file - comdlg32.ocx
