Such a simple function - convert mp3 to wav, is currently offered by dozens of developers as freeware. In fact many of the freeware offerings can rip cds to mp3, wav, ogg, or wma converting file formats backwards and forwards.
This software seems to be so lacking in fuctionality, that even if it was also freeware it would still be overlooked for some of the better offerings.
