Microsoft Keyboard Layout Creator allows users to create or modify keyboard layouts. It extends the international functionality by allowing users to Create new keyboard layouts from scratch; Base a new layout on an existing one; Modify an existing keyboard layout (.KLC) file and build a new layout from it; and Package the resulting keyboard layouts for subsequent deployment and installation.

[sarcasm] Marvellous, a keyboard layout editor at just 10MB. Wow. Well, it's not 20... How about a calculator at 10MB? Must be better if it's bigger. [/sarcasm]
Sorry folks, just couldn't help it. I use a video/audio editor that is 10x smaller and fully functional for my needs, then audio sequencer that is under 1MB etc. This in comparison sounds like a joke, must be some mistake? Talking about efficient programming... c-c.

Okay, this was better than I expected. I have a wireless Microsoft multimedia keyboard and it allowed me to reprogram ANY key/button on it, unlike the OEM software that came with the keyboard. A big help since I now have access to five buttons that were previously off limits. A nice touch was a printout ability of your keyboard layouts.
