This update disables the "Click to activate" behavior of the Internet Explorer ActiveX update that is contained in update KB942615. This update should only be applied after installing KB942615 to ensure that the security updates contained in update KB942615 are still present and functional. We strongly recommend that this IE ACA Preview be deployed only to systems for testing purposes prior to the permanent removal of the "Click to activate" behavior planned for April 2008. After you install this item, you may have to restart your computer.

Allows the "old" behavior of flash.
Instead of seeing "Click to activate and use this control" after this patch you will just see the clip.
Simply going back to the way things were before a lawsuit a year or two ago.

Could make things easier for those malware writers that use ActiveX controls, maybe ?

I do not see the advantage of this. ActiveX has a reputation of being malware, and is blocked by the firewall anyway. Why would anyone want to remove the warning?
