Picture viewer/browser: FastStone (I can believe you're still struggling to use IrfanView)

Editing Picture: Paint.NET, PhotoFiltre (Infranview/Gimp if you still like to struggling part)

Also @ Some Guy ...

"IrfanView to see your pictures" Ok, that's free, but the picture viewer is not a patch on Picasa's.

"photo-shop or psp or gimp to edit" The first two cost quite a lot of money and are unnecessarily complex for the target user. The Gimp is free, but is complex and unintuitive for many.

"lightroom to adjust" Another $300 program, also too complex for the target user.

Picasa is a photo ORGANIZER with some other functionality. You don't mention what you would use to organize your photos. Those applications you mentioned don't do it, or do it extremely poorly.

Your inability to understand what it is that you are reviewing is quite amusing. Its like saying you don't like Microsoft Word because it doesn't create spreadsheets like Excel does. Bonehead.
