Once installed it is; otherwise you have integrated IE6. Just try to remove IE completely from XP or Vista to see how 'not integrated' it is...

Actually, if you look closely at the various press releases, you'll note that the Ubuntu Dells are being targeted at Linux users; there will be no telephone tech support for the OS (only the hardware is supported by Dell) and it really seems that Linux users will be the primary purchasers for now.

- upgrades all system packages, which includes Firefox

The problem is that "free" has more than one meaning; there's free as in "cost" and free as in "freedom".
The term "libre" for free as in freedom is unambiguous and while its not as recognizable, should be used in the latter case.
Firefox is free and libre.
Opera is free but not libre.
I'm glad you picked up on the fact that Internet Explorer is only free with the purchase of Windows (in fact, it is not legal to use without a Windows license). That makes it of dubious cost-freedom in my mind, since it comes bundled with Windows and is extremely hard to remove.

XP is turning into an old 'stinky MS OS'; hold off on buying a new computer until Vista comes out in half a year, or better yet, use Linux :)
