I thought Comcast's customers paid for the bandwidth that's coming through Comcast's lines?
It sounds to me like Comcast is double-dipping - collecting from both the customer and the service provider.
If Comcast gets to charge Level3 for the bandwidth that Level3 puts onto Comcast's network, then the customers that receive that data should have their bills reduced by the amount of the the bandwidth that Level3 has already paid for.

MS can't, at this point, replace the HD drive with a Blu-Ray in a 360. At a minimum, they'd have to either put two drives in (one HD one Blu-Ray) or a dual HD/Blu-Ray drive in order to be backward-compatible to all the 360 content on HD disks. That's way too cost-prohibitive for a near-end-of-lifespan gaming system.
