    I don't understand all this talk about how minorities and women are always 'shut out' of competition- this was a money battle, not a race sex or religious battle. The spectrum was assigned to the highest bidder. It's like saying it is appalling that a ferrari didn't go to the woman who bid $50000, but instead went to the man who bid $65000.
