    It's not a "fine", it is damages in a civil trial and will undoubtedly be appealed. Please get your facts straight.

    Jeez why is this even an issue. The Bush tax cuts expire on 12/31 and he is selling them so that his capital gain is taxed at the lower rate. After 12/31 the rate goes up -- non-issue.
