there are different countries in the Eastern Europe.
for instance, Belarus always has low criminal rates, and organized crime doesn't exist there because of simple reason - dictatorship, goverment prefers to "rob" their citizens themselves, without competitors :)

yep, it is.
after USSR collapse, dictatorship was established there to save industrial enterprises; Belarus was not only "IT capital" but also an "assembly line" of the Soviet Union with well developed industy, so the primary goal after collapse was to save industry as domestic market is too small.
Now, after crises is over, factories are up and runing, IT companies are flourishing, it's a good time to remove the dictator and move towards multi-party parliamentary democracy, but it's not so easy :)
