Microsoft Management Console (MMC) is a framework that unifies and simplifies day-to-day system management tasks on Windows by providing common navigation, menus, toolbars, and workflow across diverse tools. MMC tools (called snap-ins) can be used to administer networks, computers, services, applications and other system components. It does not perform administrative functions, but hosts a variety of Windows and non-Microsoft snap-ins that do.

Visually its not that different yet. Personally the Actions pane is just stupid to me as its the same thing I get when I right-click a node and at least for me on my XP machine, I still have to click it to see the options anyway. But what's really important about this release is that it will make creating addins so much easier. WinForms will be able to be hosted inside (for better or worse) and Managed Development without tons of hacks will be possible. For this reason alone I give it 5 stars.

Make sure you read the docs, you need to add this key before the new UI can be used:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MMC\UseNewUI
