How do you rate something like this?

I decided that since there are no warnings NOT to install this I have to penalize Microsoft for not releasing more fixes to problems in Windows Update.

If it says "your system does not.. " and it won't install it's probable you don't actually need it though that is just an assumption based on fixes installed in previous Windows versions. I highly recommend NOT installing anything unless you detect a problem and even then read the Release Notes.
