WinSent Messenger is an instant messaging program for local area networks. It will allow you to conveniently and instantaneously exchange short text messages with other users of your network, send and receive personal messages to and from them, send broadcast messages to a group of users or to all users of the network.

So...a pretty GUI for "net send". Seems a bit pointless.
Also:
As of XP SP2, Messenger Service is disabled by default. I don't have Vista or 7, but I wouldn't be surprised if they also have Messenger disabled by default. It is way too commonly abused to send spam, which frequently advertises those rogue anti-malware products.
