   how can users use too much bandwidth ?
   I have a 10mb line and cannot go above that 10mb speed !
   so in essence how can I be choking the network if my isp is "renting" that linespeed to me.
   seems ISP's think we all stoopid !

   so .... the radio stations pay to broadcast to the public .
   And now the public has to pay to have any volume on the music ?
   this is beyond a joke ...
   where does the money from fines go to ? ... NOT the artists !
   the RIAA seem to be able to make their own rules up as they go along to line the pockets of the fatcats at the top.
   so I buy an MP3 from I tunes LEGALLY ... put it on my ipod ... walk through town listening to my music in earphones and just because someone next to me can hear it it becomes a public broadcast, then I have to pay again ?
