Outlook DLock allows to force Outlook 2000SP3/XP/2003 to accept attached files with specific extensions. You can use this application to 'unlock' the extensions you want in outlook.

To get it to work as expected, maximize the program, hit select all, then apply to outlook. This is of course assuming that you are comfortable regulating all file extensions yourself.
